Purpose & Scope
The Joint Insurance Committee (JIC) oversees the governance and administration of employee health benefits and insurance plans in the Boise School District. With equal representation from District administration and the Boise Education Association (BEA), the committee removes the complexity of benefit selection from the negotiations process and ensures thoughtful, data-informed decisions.

Mission
To develop and oversee accessible, high-quality, and cost-effective employee health benefits and insurance offerings.

Goals

  • Offer comprehensive, affordable insurance plans

  • Promote employee wellness

  • Provide education and clarity around benefit options

The JIC is responsible for:

  • Recommending employee health benefit plans and insurance carriers

  • Designing coverage options and guiding administrative policies

  • Reviewing plan experience reports to inform decisions

  • Communicating benefit changes to all employees

Operating under Article XI – Insurance of the Negotiated Agreement, the JIC is authorized to propose updates that ensure the District can maintain high-quality, affordable insurance while protecting the general fund.
